cinelerra builds it while compiling itself,
the tool is called 'bootstrap', look into the Makefile.am's in plugin/*/data
example:
suv.data: $(libsuvdata_a_PNGS) bootstrap
$(top_builddir)/bootstrap $@ $^ || { rm -f $@; exit 1; }
