The VBR is a variable bit rate(bandwidth allocation will vary), and the
CBR(bandwidth allocation stays constant) is a constant bit rate. I do not
have my atm configs here at work-but I will try to help you later today.

I am using method one, I have a problem is that I built a PVC between
two routers (12008 and 7507) running BGP, in-between is carrier network.
And the setting of carrier is VBR, I have set PVC on both routers as
VBR. Once I have booted up 7507, the speed is fast and normal, but after
several minutes, the speed is very slow. However, if I configure CBR -
within the range of VBR's SCR, the speed is normal and fast.

Is it any parameters I need to concern when I configure VBR?
