This indicate that RTA tried to send a Hello message to RTC, but
doesn`t see the hello reply from RTC. If RTA does receive hello
from RTC, the state will change to INIT. Please refer to
Doyle vol I, page 438.
Normally in the hub-and spoke topology, you only configure the hub
to have neighbor statement to both spokes, and spoke will make an
adjacency to hub only, not to the other spoke.
So it better to remove the neighbour statement at both spokes.
