Range of numbers 0 - 1023.   Reserved numbers: 0, 1005 - 1023.  I have also
heard that 992 to 1004 is reserved.  So that would make valid range either
1 - 1004 or 1 - 991.

IIRC its 0-1023, but 0-16? are reserved as is 1023.

No you can not use any digits.  I don't remember exactly but I think the
valid range is 17-1027...

Here's whats-what for DLCIs. 

0 - inband sig/mgmt (Annex A Q.933, Annex D T1.617)
1-15 - reserved
16-991 - assignable to user connections
992-1007 - level 2 management
1008-1022 - reserved (carrier-provided multicasting)
1023 - inband sig/mgmt (LMI Rev 1, gang of four)
