Range of numbers 0 - 1023. Reserved numbers: 0, 1005 - 1023. I have also heard that 992 to 1004 is reserved. So that would make valid range either 1 - 1004 or 1 - 991. No you can not use any digits. I don't remember exactly but I think the valid range is 17-1027...
