Is there any commands/ tools that I can config on a router so that it can
perform ping test on another router regularly by its own.
RTR commands?!  SAA ?! And how?!

You could use a front-end tool to enable a proxy ping.  Solarwinds provides
such a program.

Is this what you meant?   Other packages like InfoVista also support proxy
pings and the collection/reporting of the results.
