Usually you can easily convince TAC that they should provide you with an image which is no longer publicly listed, but which is the logical next step for you to minimize the amount of changes to your already stable device. However in the face of significant bugs such as PSIRTs or what not your request may(fairly legitimately) be turned down. I found out that version 4.1(7) supports GRE http://www.cisco.com/univercd/cc/td/doc/product/iaabu/pix/pix_v41/pixrn417.h tm#xtocid1224219 Unfortunately, the image is no longer on CC0 (too old).
