In NT 4.0, you could add a /NoSerialMice switch to the boot.ini line which disables searching for a serial mouse on the comm ports. I've heard a couple windows people at my company talk about how the plug/play features of Win2K go so far as poke at the serial port to check for devices such as UPS. When NT or W2K reboots, they send signals to the serial port to detect the attatched equiptment. It happens to me all the time and I remeber this was documented somewhere in the archives. Sounds like you have something in the startup up that sends a signal to the serial port, possibly something like a PalmPilot Sync software or along those lines.
