I assume you mean using BGP? I have absolutely no experience with BGP at all, so this could be way off base, but which direction are the links unbalanced in - for incoming traffic, outgoing traffic, or both? If it's traffic from you to the provider that is not shared evenly, then have a look at how YOU are load sharing, and make sure that is per-packet.
