Solved this issue - apparently you can just attach "/AlwaysLoadAllUsers" to the
scheduled task parameters, and it will always add the entire database to the
list.

Subject: [cisco-voip] Cisco Unity Data Dump Auto-config
Does anyone know if the Cisco UDD program from UnityTools has any way it can be
programmed to automatically add new users to the file? It's been set up in our
environment for ever that we use that program to produce reports that are
harvested by as SQL script for reporting purposes, but it's agitating to have
to go in and reconfigure the program every single time we add new users to the
environment despite the fact that it runs as a scheduled task.
