This recruitment will be used for a Project Manager II position in the DCF
Bureau of Working Families. The individual in this position will perform
project management functions on behalf of the business/program side of the
project. This position will work collaboratively with an IT project manager
in the DCF Bureau of Information Technology to support the design,
development, construction and implementation of a web based information
system supporting a number of Wisconsin’s state-administered work programs.
The current work program system known as CARES operates with outdated
COBOL-based mainframe technology. The overarching goals of this project are
to modernize the legacy mainframe system, design a more user-friendly
interface, and gather better data for case managers and state staff.

Responsibilities include working directly with state program
administrators, IT and subject matter experts to define project scope;
collect and document detailed requirements; create and maintain plans and
project artifacts; motivate team members and sponsors to accomplish goals
and timelines; and communicate and distribute information to project
members and executives.

The individual in this position will:
• Direct the project through the life cycle, defining project objectives,
aligning project resources to achieve goals and ensuring established
timelines are met.
• Drive the initial review to identify and gather documents for business
and functional requirements.
• Maintain an in-depth knowledge of business operations and understand the
technical scope and objectives of the project.
• Provide leadership in analyzing functional requirements, procedures and
problems.
• Coordinate with Business Partners, Technical Analysts and Developers to
identify and define specifications, indicate areas of system impact and
continuously communicate project status and needs.
• Develop, analyze and manage project schedules and appropriate project
management documentation.
• Develop and implement a communication plan to keep program managers and
other stakeholders informed of project status, key future dates/milestones,
new and outstanding issues, identified risks, decisions needed, and project
spending.
• Negotiate project plans and time frames and manage change control
processes.
• Coordinate user acceptance testing for project team members.
• Plan, allocate and schedule resources as required.
• Foster a strong team environment.
• Other duties as assigned.

This position is a project manager for the Child Support KIDS Information
Data system and will provide project management skills for the Document
Generation Sub-System replacement project and other federally mandated,
state budget and administrative projects. Project duties will include
project management, direction guidance and consultation of multiple large
complex projects in the analysis, design, development research, review and
verification of technical feasibility and integration of new systems,
technologies and software. Also responsible for ongoing coordination and
review of the work of other systems and programmer analysts, including
assigning work and evaluating the performance of work. Serves as a liaison
between application and technical support staff. Reviews incoming projects
and assigns them to appropriate team members for implementation and
resolution. All candidates require knowledge of and experience managing
