*MUST BE LOCAL TO NORTHERN CALIFORNIA TO INTERVIEW FACE TO FACE* We are looking to provide our client with a Qualified Quality Assurance Mainframe testers support to DPH. the expert level Quality Assurance Mainframe contractor will assist with HEMI functional and non-functional testing tasks; prepare, create and execute test plans, test cases, and test scripts; ensure the quality of test artifacts created in support of HEMI quality assurance efforts; comply with service validation and testing metrics, methods, and practices; set up test tools, reporting, and configuration for HEMI testing efforts; and contribute to knowledge transfer to State employees. *Qualifications* *The Consultant must meet all of the following minimum qualifications:* · Minimum three (3) years of experience in quality assurance frameworks, methods, and practices, such as ITIL v3, IEEE 829 and ISO 2000. · Minimum three (3) years of experience developing test plans for mainframe environment. · Minimum three (3) years of experience preparing and executing mainframe test cases and test scripts. · Minimum three (3) years of experience in a COBOL, OS390 mainframe environment. · Minimum one (1) year of experience with Agile/SCRUM system development methodologies. · Minimum one (1) year of experience working with Medicare and/or Medi-Cal. · Minimum two (2) years of experience with large scale integration of a centralized state system with numerous geographically diverse local systems and organizations. · Minimum two (2) years of experience providing quality assurance on IT projects having a minimum one-time cost of two (2) million dollars. · Experience and/or familiarity with Enterprise Architecture (EA), Medicaid Information Technology Architecture (MITA), Enterprise Services Bus (ESB) technology and Service Oriented Architecture (SOA). · Experience and/or familiarity with providing administrative, consulting, and technical support to IT and business staff in the configuration, setup, and use of HP/ALM for requirements, tests, and defect management · Experience and/or familiarity with perform different types of testing such as positive testing, negative testing, regression testing, integration testing, system testing, user acceptance testing, performance testing, smoke testing, use case testing, functional testing, and black box testing using manual and automated tools, as necessary. · Experience and/or familiarity with Implementing and using various service validation and test frameworks, utilizing templates for test plans and test cases, and using test script documentation based on standard frameworks such as ITIL v3, ISO 2000, IEEE 829 standards. *Scope of Work/Duties* *The Consultant shall perform all of the following duties:* · Contribute to the quality of the HEMI project by partnering with DHCS staff and HEMI and CalHEERS project teams to deliver a solution that is consistent with DHCS quality assurance best practices and aligns with the requirements for the HEMI project. · Participate in the daily SCRUM meetings, as well as all other meetings required to support the project’s Agile development methodology. · Work collaboratively with the testing teams to maintain product and solution quality by adhering to and improving quality frameworks, methods and practices. · Ensure that HEMI User Acceptance Testing is consistent and in alignment with DHCS processes and practices for service validation and testing. · Contribute to the test plan for the HEMI project. · Prepare, review and execute test cases and test scripts aligned to functional and non-functional requirements. · Contribute to the metrics that reflect the overall solution quality for the HEMI project. · Contribute to the functional and non-functional project schedules and associated testing effort project schedules. · Identify defects associated with the execution of test cases and test scripts. · Participate in the setup, reporting, and configuration of enterprise testing tools. · Support the effort to integrate project test tools with enterprise test tools. · Provide quality assurance services using the DHCS/HEMI mainframe test environments and TSO.
