I've branched 'release' for 3.8.  The repository is now open for
post-3.8 development.  Please rebase any open topics on 'master'
before merging to 'next'.

(This was delayed from the originally planned date due to some
regression fixes that were needed.)

> * Fixes for bugs in features new to 3.8

These types of changes may still be accepted to 'release' during
the 3.8 release candidate cycle.  The 3.8 release is now closed
to new features and general bug fixes.
