Copyright and trademark holder retains COMPLETE control of all, or any, use. Fair use merely allows you to include short excerpts of copyrighted works or mention of trademarks in a review, or similar. Whether you use the trademark or copyrighted material for profit or not makes absolutely no difference. You cannot legally even use copyrighted material or trademarks for home-made items for your own exclusive use. As long as you are not profiting from the sale of the logo you can use and make the logos on anything and pretty much anywhere. I'm pretty sure its referred to as "free use". I have used Queensboro Shirts for custom embroidery many times. They do a free logo set up, supposedly for only the first one but have never charged me for changes or new logos. I don't see patches on the website? Something perhaps to look into is the possibility that a bulk order of chandlery items be shipped out to a volunteer (or 2) in various areas to 1) broker for the group 2) bring along to the area's CC rendezvous? I must admit in the couple years I've had the boat I haven't made it to the PNW rendezvous yet, but I'd be willing to help out with something like that. However, somebody that does a fair bit of travelling for work or otherwise would probably be a good broker.
