Nate, This weekend I used a rag soaked with Naphtha to clean the old grease from the rudder tube. Butyl cleans up easiest when it's cold. Get it early in the morning or go offshore for a while. Long Olfa knife blades and patience. I'd remove as much as possible with a plastic putty knife, and then use mineral spirits to dissolve the rest.
