I have seen white pelicans (singles, but not flocks) during Christmas count 
week, so some occasionally hang out; possibly sick or injured, I imagine.

Yeah I believe you're right. I find a clearer image and they way the neck 
to head looks. I do believe these Snow Geese.

Not enough trailing black on the back of the wing.  They look like snow geese 
to me.

[cobirds] Unknown Bird Flock (photo)

So I was hiking through Waterton Canyon when I noticed these flock. They 
image was heavily cropped so the quality is terrible but I am sure there 
are some experts that can tell by plumage pattern. The black tips and wide 
wingspan reminds me of American Pelican but I'd figure they were all gone 
by now.
