Gautam, The build proceedure has been changed fairly recently. It's briefly documented in the INSTALL document that is located in the root directory of the CVS checkout.
To build the war, type "build war" from the command line. All options (including webapp libs, scratchpad libs, samples, documentation) are controlled by build.properties and blocks.properties files.
