I might be wrong but I think people just want the images to be displayed somewhere where they can just see them - not necessarily voting and seeing ballots there. Editing the interface to allow non-logged in people to view ballots isn't something I have the time or energy for (it would be much faster for you to request a password change at: http://code4lib.org/user/password).
