Can you clarify what steps you took, what you were expecting and what actually 
happened?

I tried adding a new user and that seems to work. I do not know why you expect 
the submit button to become active. It is for submitting changes to the 
artifacts, features, distributions and targets so it is unrelated to user 
management.
