It's likely just lucky timing that is preventing a snap from being created 
since there's no check for this.  Patch adds a check if we're bootstrapping, 
and if so throws and error refusing to snap that will exit non-zero, since I 
can't think of a scenario where snapping during bootstrap makes any kind of 
sense.
