Trying to use the Tools/Plugins and search and install gave the same result. Going to Plugins, settings and adding the above gives the same result. Downloading it using Settings download works. Install fails as above which is strgange since it thinks it has been downloaded. Noted Geertjan's comment thank you. Re-installed jdk-8u241 and added that as a platform for the project. Still getting the same problem.
