This might be the same issue as described in NETBEANS-58

In the past (with NB8.2) I also had the issue with IDE freezing on startup with 
a proxy configuration that did not work. As a workaround to get the IDE 
starting again I edited the config/Preferences/org/netbeans/core.properties 
from the AppData\Roaming\NetBeans directory and set 'proxyType=0' (no proxy).

In my case the issue was caused by a change on the proxy. The proxy did work 
for quite some time but got more restrictive with regards to authentication. As 
far as I remember the proxy was allowing NTLM authentication in the beginning, 
but NTLM is quite old and sometimes considered insecure. Therefore this was 
restricted to use only SPNEGO.

Eventually I compiled and installed the two NB plugins from Peter HanssonĀ  
(NetBeansNetworkAuthenticator

|https://bitbucket.org/phansson/netbeansnetworkauthenticator]andĀ  
NetBeansProxy2 [https://bitbucket.org/phansson/netbeansproxy2/overview]) to get 
the proxy working again.

I can't help with testing newer versions of NB as the project, I was working 
on, is finished now and I'm no longer working at that customer.

I also tested it with OpenJDK11. Same issue.

Imported Settings after clean-cache start, same issue after forced IDE restart.
