OK, let's discuss Approach 2, then.

The main requirement is to override BasicScrollPaneUI's
createMouseWheelListener. For LAFs that add their own ScrollPaneUI class that
extends from BasicScrollPaneUI, this must be done by extending from said
LAF-specific class instead of directly from BasicScrollPaneUI (so that we
retain whatever other functionality the LAF has added to BasicScrollPaneUI).

I had a quick look in https://github.com/Revivius/nb-darcula and could not
actually see the ScrollPaneUI being overridden anywhere. Maybe I'm wrong. But
in any case the existing patch does not seem to work on Darcula on Windows 10.
Some investigation would be needed here.

Also be aware that if the code in the patch ends up being copied to Darcula, it
will have to be updated in two places if we later make other improvements (e.g.
to fix the Surface Book problems you mentioned earlier).

I would prefer the second approach. Personal I'm not a friend of reflection and
it sounds more as a workaround than a good solution. A SmoothScrollPane or
whatever seems more legit for me. I don't know how the laf process is working
but I thought if you do it on the core code and I will create a new LaF for
NetBeans I have the same benefits like smooth scrolling out of the box.

Yes, this patch was Windows-specific. There are two options for making it work
for other LAFs:
1) Use reflection to make the patch LAF-independent, like in
http://mail.openjdk.java.net/pipermail/awt-dev/2017-January/012507.html . The
problem is that this particular reflection trick might be disallowed in future
Java versions (at least according to a warning message that is printed by the
JRE when this approach is used).
2) Make a new custom ScrollPaneUI class for each LAF that is to be supported,
extending from whatever LAF-specific ScrollPaneUI class is used in said LAF.
For Darcula, this requires copying the code in this patch to the Darcula
repository.

I'm not sure which approach is better--in particular, I don't know exactly how
likely the reflection-based approach (approach 1) is to fail in future Java
versions.

Approach 1 would be a change in NetBeans only, while Approach 2 would require a
change on the Darcula side, and some code duplication.

As I understand it right, you had to add the smooth scrolling to a specific LaF
which is only Windows Specific, right? So for each new LaF you need to add it
again? Maybe not you but the LaF developer? So for this, should I create a
ticket at the Darcula LaF repo to add smooth scrolling?

Hey, yes it would be good, if we can have the smooth scrolling, LaF
indepdendent. Doesn't make much sense to prevent it or not supporting it for
other LaF. So for me I always use Darcula. The problem now is that smooth
scrolling is not possible anymore. But in general, yes the smooth scrolling
problems with the editor still exist w/o darcula.

I wrote my cases, where it worked at the mailing list. I couldn't find time to
make a video for that, sry. But I'm in for helping you, make it better, while I

Yes, the smooth scrolling patch was intentionally specific to the Windows LAF
only, since it's not needed on MacOS, and since it was the only LAF I had a
chance to test it on. We can enable it on other LAFs too if desired, though it
might involve either copying some code over to Darcula or doing some ugly
reflection hacks that I was trying to avoid.

Now if I remember correctly, even with the new patch, you mentioned (on the
mailing list) that you saw some scroll problems in the editor on your
particular computer. Is that still the case? Did the patch make scrolling
better or worse overall on that computer? It might be good to fix these
problems first.

If this is really a problem of the darcula, I will create a ticket there. And
again, yes it worked w/o darcula. So yes it seems that this is a problem with
darcula.

Hey [~ebakke] the smooth scrolling was implemented into NB 10 where It worked
ok, what we discussed at the mailing list. Now I installed the Darcula Look and
Feel and it seems, that it will override the smooth scrolling. So NetBeans 10.0
VC3 + Darcula Look and Feel = no smooth scrolling anymore. Can you or someone
else confirm it?

Hey [~ebakke] hm ok, I thought that it was already in branch 100. Unfortunately
not? IMHO, if everything was fine with that, it would be very nice, if we can
have it in this release, but sure, maybe we should ask this topic at the
mailing list, if this is still possible and an option. If not, yes it will come
in 3 months into NetBeans 11.0.

Christian, I saw you changed the version of the bug from "Next" to "10". I
think the pull request was merged just after the 10.0 release was branched off,
so if we want it to go into 10, it would have to be cherry-picked from the
master branch and into the release100 branch. Otherwise it would just go into
the next release after that (which is 3 months later if I understand
[https://cwiki.apache.org/confluence/display/NETBEANS/Apache+NetBeans+Release+Roadmap]
 correctly).

I have a working patch for this that I use on my Lenovo X1 Carbon 6th laptop
with Windows 10. It's based on the patch Pavel Fatin made to enable the same on
IntelliJ, which is also Apache 2.0 licensed (
https://github.com/JetBrains/intellij-community/commit/34b9dfd0585937c3731e06a89554d1dc86f7f235
 ).

The NetBeans patch is at
