I find HADOOP_USER_CLASSPATH_FIRST is used inconsistently.
I know it doesn't mattter because it affects classpath once
HADOOP_USER_CLASSPATH_FIRST is not empty
BUT Maybe it's better that using HADOOP_USER_CLASSPATH_FIRST uniformly
