Based on my recent observation with [PR#4000|https://github.com/apache/hadoop/pull/4000], Hadoop full build definitely exceeds current timeout of 24 hr (regardless of whether we rate limit i.e. run only 1 build or run multiple builds concurrently) hence increasing timeout to 30 hr is a certain requirement for the entire hadoop build to be finished.
