[~erkinalp] I faced a similar problem with another jar and I tried everything 
that you did. Eventually I had success with just emptying .m2 directory and 
re-building.

  as it should be a snapshot server only. Do you see this or do you get blocked 
by the server?

If its a server block then maybe your IP address been somehow blocked by infra; 
otherwise the build should be going to maven central for this artifact.

what happens if you try to build from somewhere else, or over a VPN?

It is a very serious problem. Even placing the relevant jar manually will not 
work, it tries to fetch that again.
