The S3a encryption tests all run in serial (they were interfering with each 
other, apparently). This adds ~1 min to the test runs.

They should run in parallel. That they fail when this is attempted due to Bad 
Auth problems must be considered a serious problem, as is may indicate issues 
related to working with SSE encryption from hadoop

I saw failure on the ever-petulant {{ITestS3AContractRootDir}} test, 
interestingly with a new failure mode.

I'm assuming its unrelated, and more a sign that moving that test to the serial 
section has moved the failure mode on slightly. Something to look at though
