After discussion on commons-dev, we're going to mark this as WONTFIX - it's a
pretty large piece of scope and users will be better served by using JODA Time.

I'm -1 to deprecating time in favour of JODA; but +1 to keeping time very
limited and officially suggesting JODA in the javadoc.

Simple improvements to the implementation of java.time (as such) are good, but
if we're trying to fix their design or build a new design - we should point to 
JODA.

I found the time support in the JRE and in our own [lang] to be inadequate for
our product, so I went with Joda-Time [1].

So instead opening the door further to time features in [lang], should we
consider pointing users to Joda-Time? Plain and simple. 

Dare I suggest that we deprecate the time package and point to Joda-Time? (Ducks
behind nearest solid object.)

Wondering if this goes far enough.

Looking at the org.apache.commons.lang.math.*Range stuff the other day, I was
wondering if we should have a DateRange class that supports more than just hours
and minutes.

I also really dislike the int approach to the time; 2359 etc. Feels very 
unwieldly.

Should this concept of 'is in range' be applicable to the concept of a Duration,
or to JODA's concept of an Interval, Duration or Period? How far do we then want
to go into this?
