We now have 14 languages!

I`ve taken the liberty of translating the OM wikipedia to Japanese,
but do not know how to upload it.
Could someone kindly tell me the process?
Can i simply `add` a language to the existing english page?
Or must I start from scratch on the Japanese wikipedia?
