I tried a different account it failed the first time, then within 5 minutes I got a call from security, they asked if it was legitimate, and cleared it, so I went and tried again and it went through. I also received this error, which I originally thought was because I was having trouble remembering my password for the visa verification page. My bank just called to see if the charge was valid. I asked why it was flagged. They said that it's because it's an overseas internet/phone charge.
