description whether the function exists at all.

I don't mind paying a fee, say in the less than $50 range.  If the only option 
is full scale Adobe Acrobat Pro, I'll stick with the command line program.

I'll give it a try.  I thought that the default .pdf file could not be saved, 
only ones that were made to be edited (i.e., form fill-in).

Adobe Reader can rotate the pages easily enough, and it's free. Can't they then 
be saved?
