Okay, I reproduced the problem.  libzip apparently grew a new dependency 
on libbz2 and for Windows we have to manage all the dependencies manually.


I've opened a pull request to fix this in our installer script:
https://github.com/jaymzh/concordance/pull/19

Also, I've generated a new installer version.  Phil, since this is 
probably not worth rolling a 1.4, can we post this as a 1.3a for Windows?
