It works, I've tested it from .NET and Java, and I dare say its useful :-). I 
have some docs checked into cvs as well.

A couple things to do yet:
* Validate the SCM URLS (I took an initial look and couldn't figure out how to 
do this)
* Possibly create a SOAP api to change the notifiers used on a Project?
