Long long long long long ago, before we migrated to karaf, that number did
represent a startup order.

It no longer does.  Now configs are loaded in the order the features are
installed in karaf.

Ed, who wrote the original version of the currently used code for that ;)

Once upon a time this implied ordering;  thats not how it works anymore
though.  The numbers are there mostly as a result of history.
