I had the same problem (with urpmi-4.2-16_90mdk/perl-URPM-0.81-7_90mdk), and   
I've just figured out what's going on.   
   
It's a combination of two things, neither of which is really a software bug   
(though, as always, the error messages could be more clear).   
   
1) The Mandrake Club mirrors page   
(http://www.mandrakeclub.com/modules.php?name=Mirrors) gives old data for the   
PLF sites.   
2) The PLF mirrors have an old (Sept 2002) list file in the wrong place.   
   
For example, the mirror page gives the urpmi setup for plf.chem.yorku.ca as:   
   
urpmi.addmedia plf_plf.chem.yorku.ca_i586_9.0   
ftp://plf.chem.yorku.ca/pub/plf/9.0/i586/ with ../hdlist.cz   
   
This will make urpmi look for the hdlist.cz file in the right place, but it   
will pick up the list file from the i586 directory, and that list file is   
way out of date.  As a result, urpmi will not find the most recent version of   
the packages listed in the list file and will think it can't find them at   
all.   
   
The correct version of the list file is apparently in the same directory as   
the hdlist.cz file.  In other words, the correct urpmi configuration should   
be:   
   
urpmi.addmedia plf_plf.chem.yorku.ca_i586_9.0   
ftp://plf.chem.yorku.ca/pub/plf/9.0/ with ./hdlist.cz   
   
That one works!

changed the version to help bugzilla deals with it.

It is now fixed for problably quite a long time (such bug have been fixed).

what happens when you try to install the package with urpmi in commandline? e.g.
as root, run urpmi xine or whatever. do you have the same probleme there?

No, The follow page did not correct my problem. The problems I found is not 
with the cd's as sources but when you add extra ftp accounts to the source. For 
example. I have all 3 cd's of mdk 9, and update source, a cooker source,a plf 
source and a apt source.  Now I can't get anything from the last two sources 
because it says everything is already installed.  I did try the 

urpmi.update cdrom 8 but it didn't fix anything.
