Previews for all other filetypes work fine, and pre-existing thumbnails for PS/PDF files are still displayed correctly, but for a new PS/PDF file I always just get the static icon. The files I am using to test range from 60-200k and display fine in kghostview. My system is Cooker with all packages fully upgraded from 9.0. The problem still exists if I create a new user.

If I unselect thumbnails (Aperçus) there is no blinking. If there is no pdf file in the directory there is no blinking. I guess it is a bad initialization, because sometimes icons are not blinking. I can also confirm that the problem applies to Kword as well as to PS/PDF files. On the other hand, MS Word files get previewed correctly. For me, PS/PDF and Kword previews also don't work.
