But the point of the bug report is that defaults matter. I suspose if you removed everything from the panel that would not be a bug? People expect a volume control. And not having one interferes with a persons use a of Gnome. Having to add one is like having to add the clock. I've just checked with the GNOME guys, there is no volume control on the panel by default. There's no volume control on the KDE panel by default either. You want a volume control, add a volume control.
