It is a good value.

I have not found how set up this with kcontrol
I have not found it in ~/.kde/share/config/

But I have found it in kcmshell kicker_config

Access with: 
= right click on K 
= Dasboard menu 
= Configure Dashboard
= Menu (tab)

And the value is stored in ~/.kde/share/config/kickerrc

Not easy to found !
