So it is a deliberate decision to use nonantialiased fonts? 
I hope you know what you are doing... I just want to point out that  
 
1) people who have a good sight and an LCD monitor simply hate to browse the 
web without antiliasing, because of the mach-banding effect. 
If you don't know what mach-banding is, then you definitely DON'T know what 
you are doing. You can ask me if you are interested. 
(BTW, this is why MS introduced cleartype when LCDs came out. It is explicitly 
stated.) 
 
2) It can look like a very anachronistic choice, especially for someone who 
comes from windows xp. 
 
For those reasons, I believe that nonantialiased fonts should not be the 
DEFAULT. 
 
PS: Sorry for filing it as a bug, I switched to enhancement.

Fonts are anti-aliased by default in everything except GTK-1.x applications
since Mandrake 9.1 in default installations.

Either:
1)Try with a different user account or remove your ~/.fonts.conf (I think)
2)Tell us which version of freetype2 you have installed:

$ rpm -q freetype2

Fonts look fine for me and have for a long time.

Note, there are some other options available for users of LCD monitors, like
sub-pixel hinting, which can be set in the KDE Control Center or with
'gnome-font-properties'

Maybe it would help to attach a small screenshot of an affected site (otherwise
it is difficult to compare fonts).

This is from a fresh install of mandrake 9.2. 
It shows that some sites do not have antialiased fonts.
9.1 has the same problem.

the choice is not made by the distribution. it's made by the website. most
mdksoft websites have helvetica as the first-choice font, a font that on most
*nix systems is a rather crappy-looking non-TTF font. there's nothing to fix
in the distribution, the fix needs to be on the websites. this has been
discussed at length on the Cooker list, where the conclusion seemed to be ask
the website guy to fix it, and he won't do it.

A site is flawed if it uses helvetica? 
Please consider:

1) Redhat 9 and debian sid don't have that problem. (They tweak fonts.conf).

2) IMHO, the flaw is in mandrake's fontconfig, where  helvetica is mapped to a
nonantialiased fonts. 

Come on, you CAN set up fontconfig in order to have helvetica point at something
else. It is called font aliasing, I think.

helvetica isn't mapped to anything. we have a font in the distribution called
helvetica, which is used when a website calls for a font named helvetica. sounds
logical to me. sure we could include an out-of-box fonts.conf tweak to point it
at sans instead, but what if for some reason someone actually WANTS to use
helvetica? it's a bit odd to make them go hack a text file to get a request for
helvetica to return the font called helvetica.

It is an unrealistic hypothesis. The kind of guy you described hardly uses
mandrake, preferring debian or something like it.

However, let us suppose it. IF someone is so mentally disturbed he wants to use
a non antialiased font like helvetica, then he is a MINORITY, so HE should tweak
fonts.conf. (Or better, he should go to the mandrake control center and find an
options to reenable nonantialiased fonts).

It simply cannot be the default: 99% user don't care about helvetica and do not
know what it is. The needs of the many outweight the needs of the few (star trek
:-) ).

use anti-aliased fonts for most (if not all) web pages..
