If you logon as root, this is a known problem that is being fixed soon.

[Cooker] 7.1b faults

I updated my mirror of "cooker" last evening and did a new install. I
have a couple of problems that I didn't have with previous installs.

1.) I find that the root KDE desktop does not have any applications
installed in the taskbar as it has in the past (It now has only the "K"
(application launcher), Desktops switcher, Logout and Lock, along with
the 4 desktop buttons (default).

2.) When right clicking on the root KDE desktop, you can now add a new
folder only, but now applications, url's, etc. As I recall, this was a
problem in the past on user desktops, but not root. Now, the user
desktops are OK, but root doesn't have the ability to add applications.

3.) The error message, "can't create modem lock file",  occurs when
attempting to use kppp from a user desktop, which has been usable in the
past.
