  I installed LM6.1. I started Netscape Funny thing, when the
  navigator screen up, I tried ALT+O.  I did not get the open-URL dialog

 Some do, but most don't.  I haven't tested oxygen's netscape, but the
 6.1 Netscape is definitely missing a lot of keyboard accelerators.  I
 wonder if KDE is stealing them.  It stole some of CoolEdit accels :)

Shortcuts work fine on my netscape-communicator-4.70-2mdk 
You should however check keybinds configuration of KDE through kcmkeys.
