This has nothing to do with urpmi, this is cache behaviour (no need to download
again).

Another thing I changed is download management, only http or ftp protocol are
handled by wget or curl.

Ok, I see the point in the source, it has been automatically disabled (from me
or from a urpmi contributor ?).

So now it is fixed :-)

Yes the rpms are being dled.
I have taken to opening /var/cache/urpmi/rpms in emelfm, there I can at
least note when an rpm dl has finished. 
 
I just updated 1 of the systems hat was using 3.7-2 to 3.7-4 and it
exhibits the same behavior.There is No verbose output being generated.

There have been post from others who are experiencing the same so it is
not a isolated case.

Do you have a /tmp/rpm_install (I forget to remove it) can you send me it after

I confirm there is no progression indication on 3 of my machines too, with
the following levels of perl-URPM, perl-base, urpmi.

# rpm -q urpmi perl-URPM perl-base
urpmi-3.7-4mdk
perl-URPM-0.10-1mdk
perl-base-5.8.0-0.17412.5mdk

wget output is sent to /dev/null.

As previously mentioned, I have the same problem. Can't speak for the
other guy, but my packages are definitely getting installed: it's purely
a problem with urpmi's output, its functionality is fine.

progress of urpmi during download and installation.

I have attached full terminal output for this morning from 2 system.
1 using urpmi -4 and the other still using -2.
Note the difference.
