I don't know anything about XML, so this is quite abstract to me,

Because there is a menu in Evolution to launch bug-buddy directly...
(Help/Report a bug)

where did you saw bug-buddy needed to be run as root ???

It works perfectly when running as simple user.. And it needs to update
its bug report database before proposing it to you.. If you are not happy,

No, the RPM runs a script as root when he _installs_ bug-buddy.

IMHO RPM needs a `suggested' relation like Deb. That would enable package 
management software to say `evolution suggests bug-buddy. install it?' rather 
than `I just _can't_ install evolution because it _needs_ bug-buddy.'

Ironically enough, evolution-IRL kind of needs something like bug-buddy, much 
more so than evolution-the-program, since people seem to have trouble even 
agreeing on what it is, let alone how it works, to say nothing WRT _if_ 
whatever does get agreed upon works at all - issues not faced by 
evolution-the-program for a long time. (-:
