Actually, this has been mentioned here MANY times, at least the part about 
ifplugd shuting down the pcmcia network card after it is up for a minute or 
so. It is becoming an old and ignored problem. It has a bugreport at 
Mandrake's bugzilla that is several weeks old as well.

You might go to bugzilla and "vote" for this one. Adam W. submitted it.

You should set ONBOOT=no in /etc/sysconfig/network-scripts/ifcfg-eth0 to
stop the network service trying to bring up the card on boot.

Hi,

I would just like to confirm that I have the exact same two problems
with my wireless connection. I have even tried with two different
wireless cards. It makes no difference. I do not run KDE, but the
problems are exactly the same: The connection dies as soon I log into
my WM (Pekwm). I have to restart the network services. And when I try
to halt the machine the wireless connection won't die without a hard
reset of the laptop. The connection itself works fine. I booted my old
2.4.21 kernel from 9.1 and these problems are gone. The problems are
present in all 2.4.22 kernels I have tried with Cooker.

install from last week updated daily.

I have a buit-in network card and a pcmcia wireless
card. When the network starts, the wireless card is
not powered because pcmcia service is not started yet.
But that's not a problem because hotplug take care of
