 they were my comments. however: i remember building on a box with gimp
 installed (stable) and it didn't bail out

Not directly with the RPM file. I first encountered the issue with a
direct build of Gimp and sorted it out by removing all of the installed
files, including the perl ones, and then rebuilding.

I'm going to try the RPM today or tomorrow. I'm on the road with work
today, so I may not get to it right away.
