[Cooker] pcre 4.0

I have been hitting a bug in libpcre when trying to
use it in utf8 mode. It is rather simply, not clearing
the offsetvalue for return due to being not compiled
in utf8 mode. This leads to two observetions:
(a) mdk's libpcre is _not_ compiled with utf8 support
(b) mdk has not updated to 4.0 which has the bug fixed.
(c) pcre 4 has introduced a new call pcre_config to
allow code to reconfigure at runtime when being
dynalinked to a lib without a certain feature.
anyone wants to say it is too late to update ;-)=)

btw, using utf8 has come from the tendency of glib2/
gtk2 code to pass utf8-encoded strings internally...

It's very likely too late, since many packages will need recompiling if
libpcre is updated.
