many of the documentation files from
perl-SGMLSpm-1.03ii-2mdk under /usr/share/doc/perl-SGMLSpm-1.03ii/
have file permissions so that only root can access them.
I suppose that's not intentionally.

For example:
# ls -ld /usr/share/doc/perl-SGMLSpm-1.03ii/DOC
drwx--6 root root  408 Jun  4 20:38 
/usr/share/doc/perl-SGMLSpm-1.03ii/DOC/
