I alway thought that you need devel to build a program not to run it ;-) You don't need devel packages on Desktop.

Sure I have, it is working for me (tm): load_plugins: audio output plugin alsa09 successfully loaded. It didn't work when libalsa2-devel was not installed, because it searched for /usr/lib/libasound.so.
