I just checked on the Gnome CVS for the stable and HEAD branchs of gnome-libs
and they didn't define gdk_pixbuf on gnome-config.

So it is not a Mandrake specific thing, but will be the case for any
package done from the standard sources.

I don't know if I described the problem correctly...here's  a paste from
gnome.org

Anyway, the Mandrake RPMS are broken. For some reason, if you type: 

gnome-config -- gdk_pixbuf 

it will say 

Unknown library `gdk_pixbuf' 

One way to work around this is to replace "gnome-config --???
gdk_pixbuf" with "gdk-pixbuf-config --???" 

The proper way to get around this is to build it yourself and it should
work (it did for me), but if it doesn't:
