because webmin has `bind' parameter to specify address to listen on and
also `listen' to turn on/off UDP. Unfortunately it can't

- listen on multiple addresses (like, say, localhost and your local LAN)
- restrict UDP port (it is either on or off but always catchall)

but these are not strictly speaking bugs, rather design issues.
