development with a minimum of four (4) years JAVA programming experience.

3. Candidate must have experience in PORTAL development using WepSphere
portal Server (WPS) and WebSphere Portal Toolkit 6.1 or higher.
4. Candidate must have strong knowledge of the IBM Portlet API, Portlet Life
Cycle, Core portlet objects and JSR168 Specification
5. Candidate must have at least three (3) years experience in Struts, JSF,
EJB, JSP, JavaScript, AJAX, XHTML, HTML, and CSS.
6. Candidate must have experience in implementing Web Services and
understanding of SOAP, and XML-based technologies including XML Schema, and

ASSOCIATED SKILL SETS

Candidates must also have at least three (3) of the preferred skilled sets

Project Description:

The NY Offender Assessment and Data Sharing (NOADS) project has several
goals, and this Programmer Analyst III (UI Developer) may be assigned to
work on any one of those goals as necessary and appropriate. The major
goals, or projects, within NOADS are as follows:

1. Implement a common, automated adult offender risk and needs assessment
instrument (COMPAS) that is available through the IJ Portal for all three
New York State supervision agencies (DPCA, Parole, and DOCS) to use in
managing offenders.
2. Develop standardized (NIEM-compliant XML) data exchanges to promote data
sharing of critical offender-based information among the criminal justice
agencies.
3. Create an offender-related data repository within the Integrated Justice
Portal to provide common access to data that is critical to multiple
criminal justice agencies, such as the Presentence Investigation Reports
(PSIs), the Transition Accountability Plan (TAP), as well as other
offender-related information.

The primary responsibilities of this Programmer Analyst III (UI Developer)
will focus on developing a user interface for a new web-based system within
the Integrated Justice Portal that will capture and disseminate information
related to the Transition Accountability Plan (TAP) as outlined in #3 above.
This individual will be expected to understand and participate in the
following activities:

• Candidate should have a good understanding of generic application
development processes, methodologies and techniques and internet
technologies, and will need to quickly get up to speed on DCJS/IJ Portal
standards related to all of these processes and technologies, including UI
standards, development methodology, and coding and style guides.
• Candidate will participate in the analysis and design of web based
applications using JAVA, JSF, and the Websphere Application development
software with a particular focus on the UI elements.
• Candidate will be the primary developer of all UI elements of the TAP
system and other facets of the NOADS project as appropriate. These
development tasks will include responsibility for the full range of
application testing.
• Candidate may participate in development of xml-based and web service
interfaces with other DCJS and partner systems.
• Candidate may participate in customer interactions during the requirements
analysis, design, development, testing, training, and support phases of the
